Should Standarts have the Square Rubber wedge between the chassis and the steering ?

There was some controversy and debate about this during the World Championships in De Panne.

...or put in a metal wedge?

It has been decided that - No insert is permitted between the Standart chassis and steering assembly .

All rubber inserts ( or other wedge ) should be removed from Jan 1 2011.
